U.S. Senate Finance Committee Chairman Mike Crapo addressed the nominations of Jonathan Greenstein and Donald Korb during a hearing in Washington, D.C. on September 10, 2025.
Crapo opened the session by congratulating both nominees and acknowledging their willingness to serve. The hearing first considered Jonathan Greenstein for the role of Deputy Under Secretary for International Finance at the Department of the Treasury.
“This position deals with matters pertaining to international finance, economic development, bilateral and regional economic engagement and international debt,” Crapo stated.
He emphasized that if confirmed, Greenstein would play a key role in maintaining U.S. leadership in international organizations such as the International Monetary Fund and World Bank. Crapo noted concerns about these organizations expanding beyond their original purposes: “These organizations, while important, have suffered from mission creep in recent years, expanding their focus far beyond their core mandates.”
Crapo expressed interest in Greenstein’s perspective on how to guide these institutions back to their primary missions and sought his views on safeguarding against currency manipulation that could affect fair competition in global trade.
The committee also reviewed the nomination of Donald Korb as Chief Counsel of the Internal Revenue Service (IRS). Crapo highlighted Korb’s previous tenure in this position from 2004 to 2008 and pointed out that his earlier nomination had received unanimous approval from the committee.
“That previous experience provided Mr. Korb first-hand insight into the importance of fair and impartial interpretation of our tax laws and assurance that taxpayer rights are strictly protected. The agency will be well-served by having a steady hand who understands these duties in one of its most senior positions,” said Crapo.
He described Korb as “among the most highly respected tax lawyers in the country” and expressed confidence in his ability to serve taxpayers fairly: “I trust that his integrity and judgment will lead him to focus on how best to serve the American taxpayer, enforce the law with integrity and fairness for all and build confidence in the IRS.” Crapo also mentioned collaboration with Korb regarding implementation of tax provisions within forthcoming legislation known as the One Big Beautiful Bill Act.
Crapo concluded by thanking both nominees for appearing before the committee.
