On January 23, 2025, Rep. Fulcher expressed his support for legislation aimed at protecting the Lower Snake River dams. He emphasized their importance as a "maritime highway" crucial for exporting goods globally and supporting local economies through various activities such as barging and cruise lines associated with the Port of Lewiston. "The Lower Snake River dams provide an essential maritime highway to navigate the export of key goods around the world and support local economies through barging, cruise lines, and other Port of Lewiston activities."

He highlighted its significance in providing law enforcement agencies with necessary tools to detain illegal immigrants who commit crimes in the United States. On January 24, 2025, Rep. Fulcher conveyed his stance on abortion-related legislation by voting in favor of H.R. 21, known as the Born-Alive Abortion Survivors Protection Act. He stated that newborns surviving botched abortions should receive life-saving medical care akin to any other newborns."A baby who is born during a botched abortion should receive the same life-saving medical care as any other newborn."
