On February 13, 2025, Rep. Fulcher emphasized the importance of local control over wildlife management by stating that "Idahoans—not the federal government—are best positioned to manage grizzly bear populations in a way that meets community needs." He expressed his support for returning this responsibility to state management alongside other representatives.

The following day, February 14, 2025, he expressed his backing for the Aerial Firefighting Enhancement Act of 2025. In his post, he stated "Proud to support the Aerial Firefighting Enhancement Act of 2025." This legislation aims to allow the Department of Defense to sell excess aircraft and parts to firefighting agencies for wildfire suppression.
